    According to the State Council reform plan for the first session of the Eleventh National People's Congress for approval and the "Circular of the State Council on the deliberation and coordination agencies set up" (Guo Fa [2008] 13) spirit, to strengthen energy strategic decision and coordination, the State Council decided to set up the national Energy Commission, the relevant matters are hereby notified as follows:

    Responsible for drafting national energy development strategy, to review the major issues of energy security and energy development, major matters of co-ordination of domestic energy development and international cooperation.
